Investments on Education


Rizal Province is multi-awarded for being No. 1 in terms of Human Development Index awarded by the United Nations Development Programme (UNDP) and the Human Development Network (HDN)for life expectancy, functional literacy and educational attainment, poverty alleviation, environmental regeneration, women empowerment, jobs creation, and real income per capita. The literacy rate status of the province remain at 100% for several years due to the full support of all units of governments in achieving higher educational performance rate. The province's needs for educational supports like school buildings, books, teachers and other facilities are increasing due to the fast increasing numbers of students enrolling in school each year. All units of government in Rizal Province led by Provincial Goverment throuh Governor Casimiro A. Ynares III, give its full support for achieving higher educational performance evidently the continuous construction of school buildings in elementary schools, high schools, and even in colleges. The give more rooms for education, the province has established two educational institutions, the University of Rizal System (URS) and the Rizal National Science High School where, the University of Rizal System, with eight campuses in the province, is committed in helping the educational system in the province to produce competent and value-laden graduates in agriculture, engineering, science and technology, culture and arts, teacher and business education through responsive instruction, research, extension and production services while Rizal National Science High School is aiming to provide most competent, competative and advance educational system in high school level. URS also offers complete education from kindergarden to graduate school and technical or vocational courses.
The Rizal Provincial Government has established the Rizal College Scholaship Program which helps the poor but deserving students of Rizal Province to support their college education. This is one of the priority programs of Governor Jun Ynares in helping his constituents for achieving quality education (visit the Scholaship page for more details).

The Rizal Provincial Government also has partnership with ICCT and TESDA for providing free technical education to out-of-school youth and the adult alike to be technically educated person that can be use for employment.

Service Providers


Communication. Historically, Rizal province is the pioneer and foremost in communication technology in the Philippines where the first communication sattelite, the "PHILCOMSAT", was established here somewhere in 1970s. This communication facility has broken down the barriers and open up the Philippines in the advance communication system across the lands and oceans from telephone, broadcasting, fax services, and other sattelite communications services. This makes records and breakthrough in communication advancement in the East Asia during that time. PHILCOMSAT is owned by Philippine Overseas Telecommunication Corporation(POTC).
On the otherhand, other communication system providers like PLDT, Smart, Globe Digitel (Sun Cellular) and other facilities are the key players in providing services for landline telephones, cellular phones, internets and other form of telecommunications in the province.
Power Generation. Rizal also a power-generating province, the site of the Malaya Thermal Power Plant of the NAPOCOR, one of the main sources of energy for Luzon grid, and currently operated by KEPCO Philippines.

Water Supply. The major supplier of potable water in the province is Manila Waters, a private partner of the Manila Water and Sewerage System (MWSS) serving eastern part of Metro Manila and the Province of Rizal. The LGus that has their own wate system is Tanay and Morong. There are some water service cooperatives are providing water service to its concessionaires.
